Ms. Kacey Wulff serves as the Chief of
Staff and Deputy Assistant Secretary for Preparedness and Response.
Kacey joins the Office of the Assistant
Secretary for Preparedness and Response (ASPR) most recently from
state government, where she served as the Senior Advisor for COVID-19
Response, Resilience and Recovery to Colorado Governor Jared Polis.
As the Chief Advisor to the Governor on COVID-19 policy and operations,
she led the COVID-19 response for the governor’s office, unifying
public health and economic recovery crisis response efforts. She
also served as Deputy Chief of Staff and Senior Advisor to the Lieutenant
Governor, and in that capacity she led the health reform office
for the state, the Office of Saving People Money on Health Care,
driving strategy, coordination and stakeholder engagement to develop
policy and legislation aimed at reducing healthcare costs for Coloradans.
Additional she served as Director of The Children's Movement in
Silicon Valley where she ran issue campaigns leveraging The Children's
Movement advocate to the state legislature about specific child-focused
health, education, and welfare legislative or budget priorities.
During the Obama Administration, Kacey
served in HHS as a Director of Outreach and Enrollment for the Office
of Health Reform, and a Senior Advisor in the Office of the Assistant
Secretary for Preparedness and Response. Throughout her tenure at
HHS, Kacey worked on the intersection between strengthening public
health systems and preparedness.
Ms. Wulff is currently a public health
doctoral candidate at the Johns Hopkins University Bloomberg School
of Public Health where she also received a master’s of public health
in health policy and ethics. She holds a bachelor’s degree in philosophy
with a minor in human biology from Stanford University.
