The Administration for Strategic Preparedness and Response (ASPR) has a wide range of helpful resources designed to support State, Local, Tribal, and Territorial (SLTT) communities before, during, and after disasters or public health emergencies. From hurricanes and other natural disasters to infectious disease outbreaks, ASPR’s tools and partnerships are here to help public health officials strengthen their preparedness and respond more effectively in an emergency. Getting to know what ASPR offers can make a big difference when every moment counts. 


Where to Start When You Need Help


When your jurisdiction needs federal public health or medical support during disaster preparation or response, your first stop should be your ASPR Regional Administrator (RA) or Regional Emergency Coordinator (REC). These regional experts guide you through the request process, help tailor support to your situation, and ensure your request is the right size and scope for your needs.

10 Essential ASPR Programs and Resources for SLTT Health Officials 

  1. National Disaster Medical System (NDMS)  

    Provides medical professionals and support teams for surge staffing, patient care, and mass casualty response. NDMS also includes teams that help with victim identification and mortuary support as well as veterinary support.

  2. Strategic National Stockpile (SNS)

    Deploys lifesaving medical countermeasures during public health emergencies when the immediate supply of these materials may be unavailable or insufficient. The SNS provides guidance, tools, training and resources to help you prepare to receive, distribute, and dispense SNS assets.

  3. Medical Reserve Corps (MRC)

    Supports local public health and emergency response efforts with a national network of volunteers. MRC volunteers help communities build capacity before disaster strikes by supporting community education, taking part in disaster preparedness exercises, and partnering with organizations such as the American Red Cross to build resilience to evolving public health threats. MRC volunteers help through response and recovery as well, providing support at medical shelters, providing first aid, and more.

  4. Disaster Recovery

    Helps public health professionals assess the mid- to long-term impacts of disasters and emergencies and find ways to help communities recover. Our disaster recovery experts can support SLTT disaster recovery assessments and other efforts related to behavioral health, services for children and youth, responder force health protection, and more.

  5. Disaster Behavioral Health

    Helps public health professionals assess the mid- to long-term impacts of disasters and emergencies on the systems communities rely upon and build capacity to support their community’s recovery. Our disaster recovery experts can support SLTT health and environmental health, education, and behavioral health assessments, including services for children and youth, responder force health protection, and more.

  6. Disaster Telemedicine Program

    Offers virtual access to medical specialists from 28 medical specialties to support patient care during disasters or help alleviate health system strain.

  7. Cybersecurity

    Helps Healthcare and Public Health (HPH) Sector members strengthen their cybersecurity posture in response to the increasingly sophisticated cyberattacks targeting critical HPH systems and data. Coordinates response to cyber incidents impacting the HPH Sector to mitigate impacts to patient health and safety.   8. emPOWER

    Provides data, mapping, artificial intelligence tools, training, informational resources, and technical assistance to help partners nationwide mitigate health care system surge, protects the health of millions of at-risk individuals that rely on electricity-dependent medical equipment and certain health care services (e.g., dialysis, home oxygen), and supports risk-informed outreach during hundreds of emergencies and disasters.

  9. RISC 2.0 Toolkit (Risk Identification and Site Criticality)

    Helps public health and healthcare organizations identify 67 different types of risks, including natural hazards, intentional threats, cyber-attacks, and unintentional manmade hazards. Enhances risk assessment, risk mitigation, and asset planning efforts.

  10. ASPR TRACIE (Technical Resources, Assistance Center, and Information Exchange)

    Serves as a virtual force multiplier for public health and healthcare professionals by providing a centralized source of peer-reviewed emergency preparedness resources and enhanced technical assistance.
