Keeping the nation's public health and medical supply chains flexible, secure, robust, and resilient is essential for national security and the economic prosperity of the United States.
ASPR has launched IBx Connect, an online meeting facilitation tool to bring public and private partners together to discuss novel products, technologies, or solutions that strengthen our nation's public health and medical supply chains. Our goal is to work with private industry to transform ideas into solutions that enhance public health emergency response and recovery.
ASPR is looking for products that address one or more of the following priority areas.
IBx Connect is seeking information about products and technologies that have achieved one or more of the following milestones:
Progressed into or beyond clinical trials
Currently being produced at scale
Utilizes an approved platform

Before you develop your submission or meet with ASPR, make sure you are ready to make your submission stand out. Here are eight things we look in product submissions and during product meetings.
Before submitting your request, review the IBx Connect Goals, Technologies, and Products. ASPR is looking to start a dialogue on advanced manufacturing of drug substances and drug products, supply chain optimization (through data analytics, process analysis, modeling, business intelligence, advanced planning techniques), PPE manufacturing, and testing and diagnostics.
Entities with a White Paper or proposal currently under review for any ASPR solicitation, including the BARDA Broad Agency Announcement, the BARDA EZ BAA, or any Department of Defense solicitation being executed on HHS' behalf are not eligible to request an IBx Connect meeting related to that submission. If you have questions regarding your eligibility, contact the IBx Connect team.
Be ready to discuss ways that your product addresses supply chain vulnerabilities or how your product fits into the IBx Areas of Interest. Be ready to discuss your product's maturity, including your Technology Readiness Level.
Be ready to explain how your product is different from other products that are already available in the commercial marketplace.
During your IBx Connect meeting, be prepared to discuss your company's techniques and strategies for addressing technical and regulatory challenges.
Be prepared to highlight any data you have gathered that demonstrates the viability of your idea. By providing ASPR with clear information at the beginning of the process, we can better help you identify gaps and analyze areas of your proposal that need further consideration.
If your final goal is to develop a product or technology that is approved by the FDA, be prepared to discuss your plan to address the regulatory pathway for your product. Don't worry about having all of the answers up front, but be ready to demonstrate that you have seriously considered this critical aspect of product development.
IBx Connect can also serve as an opportunity to talk about challenges with subject matter experts about opportunities to further develop your product or technology.
To get started, submit an IBx Meeting Request form. A member of our team will evaluate your submission and determine if a meeting is right at this time based on ASPR's industrial base expansion priorities. If selected, your company will be given the opportunity to engage with our experts and receive feedback on your proposed solutions.
