ASPR’s Strategic Plan for Fiscal Years 2026-2029: Vision for the Future  





Today, the Administration for Strategic Preparedness and Response (ASPR), a division of the U.S. Department of Health and Human Services (HHS), released a new Strategic Plan for 2026-2029. This Strategic Plan outlines goals and objectives aligned with President Trump and HHS Secretary Kennedy’s vision to make America healthy and safe again.

“As stewards of the nation’s health security, ASPR carries a profound responsibility: to safeguard the American people against disasters, public health emergencies, and threats to national security,” said Principal Deputy Assistant Secretary for Strategic Preparedness and Response John Knox. “This strategic plan reflects the Secretary’s vision, implements the President’s executive orders on state resiliency and pharmaceutical onshoring, and ensures the fiscal responsibility that is entrusted to us by the American taxpayer. Together with our state, local, tribal, and territorial partners, ASPR will move the nation forward in efforts to ensure that the nation is prepared before disaster strikes—not while standing on top of the rubble.”

The Strategic Plan outlines goals to strengthen state and local readiness, secure America’s medical supply chain, address emerging health security threats, advance gold standard science, and execute rapid and efficient federal response. This Strategic Plan ensures funding aligns with national priorities, eliminates waste, and seeks to strengthen engagement and collaboration with all stakeholders in public health and medical preparedness, response and recovery activities.

ASPR’s goals for 2026-2029 are:

  • Strengthen the Workforce and Reinforce a “One ASPR” Culture.
    • An empowered, engaged, talented, and trained workforce – operating within an organization that values collaboration and transparent communication – is fundamental to successfully executing ASPR’s mission on behalf of the American people.
  • Strengthen Preparedness through State and Local Resiliency.
    • ASPR will empower SLTT partners to identify, prepare for, and mitigate evolving threats and hazards through risk-informed decisions and smart investments.
  • Execute Rapid, Efficient, and Adaptive Federal Response.
    • Support a swift, coordinated federal response to protect lives and stabilize health systems when called upon.
  • Secure America’s Medical Supply Chain.
    • ASPR will support efforts to maintain a resilient and reliable medical supply chain to ensure lifesaving medicines, devices, personal protective equipment, and other medical supplies are available during emergencies.
  • Address Emerging Health Security Threats.
    • ASPR will support safe, transparent, and unbiased research to guide investments of federal resources.

ASPR will continue to draw on lessons from past emergencies to strengthen the nation’s preparedness for the future. ASPR is focused on ensuring the United States remains resilient and ready to protect the health and security of the American people -- before, during, and after crises.
