Regional Medical Countermeasure Advisors

Embedded within each of the 10 HHS regions, Regional Medical Countermeasure Advisors (RMCAs) work with state, local, tribal, and territorial (SLTT) partners to improve public health preparedness and enhance response operations involving the use of medical countermeasures (MCMs).

RCMAs work with SLTT partners to enhance planning for disasters that require the deployment and utilization of medical countermeasures. RCMAs help connect the SLTT partners with key stakeholders and federal partners, such as the Strategic National Stockpile (SNS) and the Federal Emergency Management Agency (FEMA), to enhance preparedness and response operations.

RCMAs are experienced in all-hazards planning, including but not limited to, medical countermeasures and emerging infectious diseases. Their focus includes:

  • Coordinating with key stakeholders and federal partners, such as SNS, to facilitate support to SLTT partners with planning for MCM distribution through a whole of community approach

  • Supporting regional operations during public health emergencies by serving as on the IMT in rose such as HHS Liaison Officer (LNO) or as HHS representatives.

  • Implementing program initiatives based on Medical Counter Measures Operations Program (MCOP) guidance, doctrine, templates, and Standard Operating Procedures within each region

  • Supporting Regional Emergency Coordinators
